The Regional Authority of Carlton Trail (REACT) Waste Management District is a regional solid waste management system covering approximately 11,000 square kilometers operated and owned by forty-seven (47) partner municipalities through a management board. As the key member of REACT, the General Manager reports directly to the Board of the Authority. The General Manager is responsible for overseeing all aspects of the Authority's solid waste management at eighteen (18) transfer stations and two (2) landfills including recycling and garbage collection and composting for all 47 municipalities. The position includes the responsibility for adhering to all health and safety standards, environmental and regulatory requirements, business development, recycling management and customer service. The Authority employs approximately 50 individuals.

Roles & Responsibilities:
• Provide leadership to the Board of the REACT Waste Management District Inc. and 47 municipal Councils
• Provide senior management of the waste & recycle collection, landfill/transfer station operations and senior financial oversight and business development.
• Manage the activities of REACT through Board approved plans, policies, programs, and budgets for the effective, efficient, and economical delivery of services that meet the needs of the member municipalities and external customers.
• Prepare and monitor long-term financial planning including the development and administration of annual and multi-year operating and capital budgets, reserve funds, grant applications, financial analysis and report of operations, and presentation to the Board and municipal members.
• Develop sound business plans to maintain a consistent cash flow and plans to grow sales of services in accordance with the Board approved long range Strategic direction and annual business.
• Formulate, define, clarify, and interpret objectives within the context of the Strategic Plan/Direction, Corporate goals, annual budget, and business plan. Ensure the organization is structured to ensure on-going evaluations are undertaken to meet approved objectives and present an annual work plan to the Board.
• Responsible for purchases of truck fleet and equipment under AMP, supervision of earthwork construction and building projects
• Ensure staff is aware of and understand statutory and legislative laws, regulations and policies pertaining to the services provided by REACT and to foster a quality assurance philosophy in the delivery of services.
• Ensure positive customer service orientation is maintained in the operation of REACT and ensure processes to maximize communication with customers to guarantee a positive image is portrayed to customers and board members.
• Provide well-researched, thoughtful perspectives and senior advice regarding REACT services.
• Provide liaison and support the Board, foster healthy relationships with regional and provincial government agencies and special interest groups to ensure cost-effective program delivery.
• Ensure compliance with environmental guidelines and requirements and ensure all deadlines are met in a timely manner.
• Utilizing Sage online software
• Perform other relevant tasks as may be assigned.

Estimated Breakdown of areas of responsibility:
• Management, technical direction/policy development and activities
• Administration/supervision and human resource management, overseeing truck and equipment fleet maintenance and dispatch, recycling facility and recycling program management, landfills/transfer station management, regional and provincial meetings
• Financial Management of district
• Reporting to 47 urban and rural municipalities

Salary Range: Salary negotiable contingent on qualifications and experience. Would prefer 5-10 years’ experience with a degree in financial management. Employee Benefits package available following probationary period.

Educational and other Requirements:
• Postsecondary diploma/certification/degree preferred.
• SWANA Certification Landfill Basics AND Manager of Landfill Operations (MOLO) course or successful completion within six months of hire required.
• Must have word processing, Sage Online, Excel and demonstrated computer skills.
• Previous environmental/landfill experience preferred but not necessary.
• Business/Accounting Degree/Human Resources Certificate/Degree or related experience are an asset.

Working conditions:
• Office setting as well as field supervision of district

Valid Class 5 Saskatchewan Driver's license is required.
Criminal Record check required.
